Those are too old for now except if you can get one for less than $40. I believe getting an i3 10th gen will be perfect these days because the price is always between $70-$80 and the performance gain over an i5 4th gen will be significant.

That’s very common. i9 13900K is not just any other CPU, it’s the most power-hungry and runs super hot. 85C is still fine but maybe you could provide your case with some ventilation.
I wouldn’t recommend super high-end GPUs with i3 12100F as it will bottleneck those GPUs at 4K resolution, especially with everything put to max. 12100F is fine up to 1440p but with my max recommendation of RTX 3070.
